Fla. Hurricane Catastrophe Fund; constitutional amendment to limit purposes for which fund's assets may be used, require annual $10 million appropriation in general appropriations act for hurricane loss mitigation programs, require any additional appropriation from fund for such programs to be subject to extraordinary vote of Legislature in separate bills, etc. Creates s. 20, Art. X.
