Drycleaning Solvent Cleanup Program; defines term "nearby real property owner"; adds statement of intent; exempts certain real property owners & others from claims for property damage arising from contamination by drycleaning solvents; provides for retroactive application; revises provisions governing statutory construction of immunity provisions; revises provisions governing immunity; redefines term "third-party liability", etc. Amends 376.301,.3078,.308,.313,.30781,.3079.
