Pari-Mutuel Wagering/Horse Racing; revises criteria for making breeders' awards for racehorses; provides for payment of special racing awards; revises provisions re quarter horse races; specifies certain conditions of operation for permitholders shall not be applicable. Amends 550.26165,.2625,.334.
