Switched Network Access Rates; revises provisions for Lifeline Assistance Plan service; provides for certification & maintenance of claims by Public Counsel Office; requires certain local exchange telecommunications companies to provide specified materials re plan; requires state agencies to provide such material to affected applicants; revises provisions re caps on rates, etc. Amends 364.10,.163; creates 364.164.
