Fla. Health & Human Services Access; creates "Florida Health & Human Services Access Act"; requires AHCA to establish & phase in implementation of comprehensive health & human services eligibility access system; provides for pilot project as initial phase; establishes health care access steering committee; requires report to Governor & Legislature; authorizes planning, development, & implementation of Florida 211 Network, etc. Amends Ch. 408.
