Scanner's Law/Guide Dogs/Animals; provides short title as "Scanner's Law"; prohibits persons from interfering with, injuring, or killing guide dogs or service animals; provides penalties; defines terms "guide dog" & "service animal" for purposes of act; extends to people who have seizure disorders right to be accompanied by trained service dog in specified circumstances; provides penalties for violations of this section; conforms provision re trainers of service dogs. Amends 413.08.
