Neighborhood Crime Watch Programs; authorizes county sheriff or municipal police dept. to establish neighborhood crime watch programs; provides for residents & business owners located within county or municipality to participate in program; prohibits harassment of participant of neighborhood crime watch program; provides penalty; defines term "harass".
