Institutional Assessment TF/DOE; creates said trust fund within DOE; provides for trust fund to be used for operations of Commission for Independent Education; provides for annual carryforward of funds; authorizes commission to establish contingency fund & Student Protection Fund within trust fund; provides for funds in Student Protection Fund to be used to assist students in completing their education under certain circumstances, etc. Creates 246.143.
