Annexation/Unincorporated Areas; requires certain counties to establish plan for annexation of unincorporated areas & to annex such areas by one or more ordinances; requires consultation; provides definitions; provides for public hearings; requires certain notices & publication of notices; provides for interlocal agreement; establishes certain criteria for annexations; authorizes referenda; requires certain consent for certain annexations; provides for statutory construction, etc.
