Mental Health Treatment; creates workgroup to study development & implementation of involuntary outpatient treatment provisions for persons with mental illness under Florida's Mental Health Act; identifies workgroup members; requires Florida Sheriff's Association to convene & chair workgroup; requires report to Governor & Legislature by December 31, 2002.
