Apportionment; provides for apportionment of Florida Senate (plan H407S002); adopts United States Decennial Census of 2000 for use in such apportionment; provides for omitted areas; provides contiguity for areas specified for inclusion in one district which are entirely surrounded by other districts; provides severability of invalid portions; provides of application beginning in 2002.
