Uniform Building Codes; requires Fla. Building Commission to develop building code provisions to facilitate rehabilitation & use of existing structures; provides for building owners to use private providers for building code inspection services; prescribes powers & duties of private providers & local building officials; provides immunity from liability for certain personnel in connection with building code inspection services, etc. Amends 604.50; creates 553.791.
