Ethics; provides that gifts are valued at fair market value for reporting purposes; authorizes Attorney General to collect fees & costs associated with collecting civil & restitution penalties imposed for ethics violations; authorizes Commission on Ethics to initiate investigations under certain circumstances; abrogates mandated legislative review & repeal of exemption from public-records requirements, etc. Amends 112.3148,.317,.321,.3231,.324.
