Agric. & Consumer Services Dept.; eliminates certain limitations on authority of Agricultural Law Enforcement Office; specifies duties of said office re its jurisdiction over violations of law which threaten security & safety of agriculture & consumer services; authorizes office to enforce civil traffic offenses & laws re responsibilities of Agriculture Commissioner; provides criteria for contracts between Agriculture Commissioner & program providers, etc. Amends FS. APPROPRIATION.
