Certified Capital Company Act; redefines terms "early stage technology business" & "qualified distribution"; defines terms "Program One" & "Program Two"; revises procedures & dates for certification & decertification under Program One & Program Two; revises process for earning premium tax credits; provides limitation on tax credits under Program Two; provides for distributions under both programs; requires DOR to adopt certain rules. Amends 288.99.
