State Board/Nonpublic Career Educ.; includes flight training schools & fixed based operators in definition of "school" for purposes of regulation & licensure; requires each flight training school & fixed based operator licensed by State Board of Nonpublic Career Education to collect & maintain specified information about its students; requires specified scores on Test of English as Foreign Language; reenacts specified provisions, etc. Amends Ch. 246.
