Small Business Loan Program; creates Small Business Loan Demonstration Program within Office of Tourism, Trade, & Economic Development; provides for loans to small businesses adversely affected by economic conditions in this state; provides criteria & procedures for loan applications & award of loans; provides for repayment of loans; specifies that loan repayments revert to General Revenue Fund; requires adoption of rules; provides expiration date. APPROPRIATION: $8,000,000.
