Administrative Procedures; increases limitation on award of attorney's fees & costs in action initiated by state agency; revises Uniform Rules of Procedure; revises requirements for pleadings, motions, & other papers filed under Administrative Procedure Act; revises provisions re motions to relinquish jurisdiction; redefines term "improper purpose" for determining award of attorney's fees, etc. Amends 57.111, 120.54,.569,.57,.595,.60,.68.
