Claims/Engineers/Architects/Mappers; provides definitions; requires claimants to serve engineers, architects, & licensed professional surveyors & mappers with preliminary expert opinion when it is deemed that expert opinion testimony will be necessary to prove standard of care required of engineer, architect, or licensed professional surveyor & mapper in support of claim. Creates 45.08.
