Educational Scholarship Loan Program; creates Jumping on Educational Bandwagon Scholarship Loan Program; defines eligible institutions & programs of study; authorizes summer term receipt of funds & part-time enrollment; specifies summer institutes to be developed by DOE; provides for repayment of scholarship loan; provides renewal & restoration requirements; sets limit upon repayment authority; authorizes DOE to adopt rules, etc. Creates 240.4061. APPROPRIATION.
