Affordable Housing; provides that processing of permit applications for affordable housing projects under specified provision re management & storage of surface waters shall be expedited; provides that project located in county that includes or has included area of critical state concern for which Legislature intends to provide affordable housing & that meets certain income criteria is eligible under State Apartment Incentive Loan Program, etc. Amends Ch. 420, 373.4141.
