HSMV/Exclusionary Rule; provides legislative findings re Driver Licenses Div. & Motor Vehicles Div. of HSMV; provides legislative findings re records maintained by divisions; provides legislative findings re application of exclusionary rule; prohibits exclusion of evidence in certain circumstances; provides that records of HSMV maintained & created pursuant to certain provisions shall not be considered law enforcement functions, etc. Creates 90.959; amends 320.05, 322.20.
