Citrus Canker Eradication; requires Agriculture & Consumer Services Dept. to apply for & obtain search warrant for regulatory inspection of premises or property for purpose of implementing & enforcing laws of state re eradication, control, & prevention of citrus canker disease when consent to inspect premises or property has been sought & refused; provides that dept. shall have burden of proving necessity for regulatory inspection. Amends 581.184.
