Consolidated Governments; specifies application to certain consolidated governments; provides participation eligibility to certain consolidated governments; authorizes certain municipalities to adopt certain tax levying ordinances; includes certain consolidated governments under provisions authorizing imposition of state excise tax on property insurance premiums covering certain property for certain purposes, etc. Amends 175.041,.101.
