Cruelty to Animals; provides that any person convicted of specified acts which constitute cruelty to animal, where finder of fact determines that violation includes knowing & intentional torture or torment of animal, shall be ordered to undergo psychological counseling or anger management treatment; provides minimum mandatory fine, etc. Amends 828.12; reenacts various FS.
