Economic Development; provides for additional uses of moneys in Rural Infrastructure Fund; revises terminology re certain incentive payment schedules; revises conditions & procedures governing applications for tax refunds; revises requirements re tax refund agreement re job creation & time for filing of claims for refund, etc. Amends 213.053, 288.095,.0655,.1045,.106,.108, 212.08.
