Residential Group Care; repeals provision re mandatory assessment of specified children for placement in licensed residential group care; prescribes procedures for mandatory assessment of certain children for placement in licensed residential group care; specifies timeframes for initiating & for completing privatization of foster care & related services; expands authority for establishment of child welfare targeted case management projects, etc. Amends FS.
