Solid Waste Management; deletes requirement that state solid waste management program be updated every 3 years; requires counties to implement recyclable materials recycling program; deletes certain notice requirements re counties providing opportunity to recycle; modifies provisions re information counties must provide to DEP re their solid waste management program & recycling activities, etc. Amends Ch. 403, 212.20.
