Home Rule Charter; amends said charter; provides additional powers of Board of County Commissioners; specifies thirteen County Commission districts; requires Board to adopt certain reapportionment plan development procedures; creates office of County Mayor; revises provisions for election & terms of County Commissioners; provides severability for charter provisions; provides for referendum to be called by Board of County Commissioners of said county, etc.
