Rural Land Protection; provides for distribution of certain excise taxes on documents to Rural Lands Program Trust Fund of Agriculture & Consumer Services Dept.; authorizes issuance of bonds for rural land protection; provides legislative intent that issuance of rural land protection bonds is in best interest of state; provides uses for funds in Conservation & Recreation Lands Program Trust Fund, etc. Amends 201.15, 570.207,.70,.71; creates 215.6195.
