Veterans' Affairs; provides preference eligibility to veterans who served in campaign or expedition for which campaign badge has been authorized; excludes active duty for training from criteria for eligibility for veterans' appointment & retention preference; authorizes automatic adjustment in contributions to support resident whenever there is increase in benefit amounts payable under Title II of Social Security Act, etc. Amends 1.01, 295.07,.182, 296.10.
