Division of Retirement; transfers Division of Retirement & its powers, duties, functions, components, & assets from Department of Management Services to the State Board of Administration; provides status of division personnel under Career Service System; amends certain provisions to conform to such transfer; provides duties of Financial Services Dept. re issuing benefit payments under retirement plans.
