School-based AIDS Education/Grants; requires DOE to award grants to public school districts to implement school-based AIDS educational activities; provides for grant awards to be made from funds appropriated by Legislature; specifies requirements for grant proposals by school districts; requires that DOE consider specified factors in awarding grants; requires school districts that receive grant to file annual report with DOE.
