Accelerated Education; authorizes Education Commissioner to encourage use of accelerated education mechanisms, including dual enrollment, to help achieve class-size reduction; requires commissioner to include in his budget request specified funds for community colleges; requires commissioner to submit annual report to Legislature. Creates 1007.273.
