Independent Living Transition Svcs.; requires each CFS Dept. district to identify adolescent foster children with developmental disabilities or special mental health needs & assist such youth in transition to self-sufficiency; revises eligibility requirements for independent living transition services, participation in Road-to-Independence Scholarship Program, & transitional support services; authorizes Medicaid coverage to youth eligible for such support services. Amends 409.1451.
