Schools/Relief from Overcrowding; establishes the S.C.R.I.P.T. grants program for school overcrowing relief; provides popular name; provides findings, intent, & purposes; provided definition; provides school district, parent, & DOE obligations; provides private school eligibility requirements; provides for initial award, renewal, & disbursement of S.C.R.I.P.T. grants; limits liability of state re award or use of said grant. Creates 1013.215.
