Emergency Communications; defines terms "active prepaid wireless telephone," "mobile telephone number," "prepaid wireless telephone service," & "sufficient positive balance" for purposes of wireless emergency communications; prescribes additional duties of board of directors of Wireless 911 Board re 911 & E911 systems; provides schedules for government response to permit applications, etc. Amends 365.172,.173; creates 365.175.
