Recovered Construction/Demolition; defines term "recovered construction & demolition materials" for purposes of resource recovery & management; provides for certification of facilities that handle recovered construction & demolition materials; prohibits local governments from adopting certain ordinances re such facilities & materials; requires facilities at which said construction & materials are handled to use scales meeting certain criteria, etc. Amends 403.703,.707; creates 403.7047.
