Campaign Financing; establishes "Florida Clean Elections Act"; provides eligibility requirements for clean-money campaign funding for candidates for statewide or legislative office; provides transitional requirements for current election cycle; provides limitations on contributions & expenditures & on use of personal funds; provides revenue sources for Clean-Money Trust Fund; repeals "Florida Election Campaign Financing Act," to conform, etc. Amends FS.
