JOINT RESOLUTION by Atwater
Constitutional Amendments/Initiative; constitutional amendment that would reserve to electors the right to propose laws by initiative process & approve it by referendum & would require approval from three-fifths of electors voting on issue in order for proposed law to be adopted; such laws would not be subject to Governor's veto power & could not be amended or repealed by Legislature in its first 2 years without extraordinary majority vote, etc. Amends Art. III, Art. IV, Art. XI.
