Environmental Protection; exempts beneficial use of fossil fuel combustion products from specified regulations; provides handling, processing, & storage criteria; defines terms "fossil fuel combustion products," "beneficial use," & "fossil fuel-fired electric & steam generating facility"; adds hazardous waste, corrective action permits to list of approvals, etc. Creates 403.7047; amends 403.087,.703,.722.
