Aerospace Infrastructure; creates "Aerospace Infrastructure Reinvestment Act of 2003"; provides that amounts due under certain chapter collected by dealers conducting business at fixed location at Kennedy Space Center or Cape Canaveral Air Station on admissions, leases, & licenses & on sales of tangible personal property at such business shall be separately returned & distributed by DOR to Fla. Commercial Space Financing Corp., etc. Amends 212.20.
