Motor Vehicle Removal/Prior Citation; requires described citation prior to removal of vehicle from public right-of-way without specified approval; provides vehicle owner or other person responsible for vehicle relief from liability for certain costs upon violation; reenacts certain provisions to incorporate in specified provision, in references thereto. Amends 715.07; reenacts 316.515(8)(d), 713.78(2)(b), (3), & (7)(a).
