Nitrate & Phosphorus Fertilizers; provides legislative findings & intent re protecting state's water resources; requires that persons licensed to distribute fertilizer pay fee on fertilizer containing nitrogen or phosphorus; revises purposes for which Agriculture & Consumer Services Dept. may use proceeds of fees levied against persons licensed to distribute fertilizer; revises requirements for dept. re adopting rules; revises dates for expiration, etc. Amends 576.045.
