Beverage Law; amends provision re transfer of certain licenses to sell alcoholic beverages; provides exception to waiver of certain transfer fees when transfer is within specified period; amends provisions re vehicles used in making deliveries of alcoholic beverages; allows Florida Farm Winery to lease its premises to vendor; allows sales to occur only on premises of winery, etc. Amends 561.32,.221,.57, 599.004.
