Phosphate Mining; authorizes DEP to amend master reclamation plan for nonmandatory reclamation lands; provides additional criteria to be considered when identifying lands mined or disturbed by severance of phosphate rock; revises legislative intent to provide economic incentives for nonmandatory land reclamation to include reclaimed lands that provide benefits to certain surface water bodies, etc. Amends 378.021,.031,.033,.207.
