GENERAL BILL by Transportation ; (CO-INTRODUCERS) Attkisson ; Harrell ; Russell

Seaport Security Standards; authorizes FDLE to exempt an inactive seaport from certain requirements; revises circumstances under which employment by or access to seaport may be denied; establishes Uniform Port Access Credential System, to be administered by HSMV Dept.; requires initial fingerprint-based criminal history check of card applicants; provides requirements for visitor's pass to be issued by seaports, etc. Amends 311.12; creates 311.125.
