Secure Airports for Florida Act; creates "Secure Airports for Florida's Economy Act" or "SAFE Act"; creates SAFE Council to recommend transportation facility projects to Legislature; provides for master plan of goals & objectives & specific project recommendations; provides for project review by DOT, DCA, & Tourism, Trade, & Economic Development Office; provides for joint participation agreements to be executed by airport & DOT for projects, etc. Creates 332.14.
