Discipline/Prisoner Frivolous Filing; provides that disciplinary procedures for frivolous filings by prisoner are applicable to criminal proceeding or collateral criminal proceeding filed on or after specified date; revises requirements for transition course required for inmates who are released from Corrections Department and reenter community. Amends 944.279,.7065.
