Governmental Reorganization; creates Dept. of Fla. Highway Patrol; provides for organization of that dept.; transfers powers, duties, functions, records, personnel, property, & funds of Fla. Highway Patrol Div. within HSMV to Dept. of Fla. Highway Patrol; transfers legal authorities & actions of that division; transfers authority & responsibility of division for enforcement of laws to Dept. of Fla. Highway Patrol, etc. Amends FS.
